Ok this has happened a few times and is just wrong, if I move things around on my minions randomly some of my stuff will go into cool down, without ever unequipping at all...
example:
I swapped boots, gloves, and headgear from 1 character to another, just a swap. Well when I went to move back all of the sudden a couple of the items were in cool down and a couple weren't.

The first instance of a swap sets the timer for unequipping. Miss the 5 minute mark and you can't re-equip.
That's why I would prefer swaps be excluded - no PR impact should imply no cooldown.

There should definitely be an exemption on Ammo - its really annoying I cant put big ammo on If I am away for a while
why the heck do we even have specialty ammo anymore?
You can, Freed, I still fight with no ammo and defend with pricey slayers. :)
