Explain rates please? (in General)

I see all the post for forging, etc ... however, my question is .. well, give me an example, in detail, if you would. Like, persay I wanted an item upped 100k, etc ... how is the $CB figured in there? BA bought + $? Or ... ?

if you would want an item forged by someone else, then you pay a % of the NW increase.

so in your example 100k, it would cost 70k if @ 70%, 75k if @ 75% and so on.

I have a related question. How do you find out about how much of an increase in NW there will be by adding a few + or a few x? Does the blacksmith add the exact NW?

If so, say a blacksmith would charge 100k for +5 to an armor. So forging at a rate of 72% would mean paying 72k?
