I am not an admin, but....
Since you will have the same IP address any transfers between you will be carefully looked at. Even if you say it is a friend, there is no way of anyone knowing that you are not a multi.
Therefore I would say, NO, any transfers to him would be a very bad idea and even buying him/her supportership would be a very bad idea (unless he/she pays you an appropriate amount of cb2).
There is no reason to give someone starting gear, anything you give is unlikely to be worth anything, and worse likely to confuse and encourage bad strats early on...
To help a friend starting out try one of these...
#1 Buy their supportership!
#2 Name their tat
#3 Direct them to read the Wiki (it's magnificent)
#4 encourage them to save all the money they don't spend on BA
Those are the most helpful things I could think of for a new player here...anyone else?

Novice is correct. Starting gear is usually just a pointless jester to your fellow friends. Anything worthless to you would eventually be worthless to them. Knowledge is an infinitely more useful gift to your friend.

He gonna give me the money for the supportership cuz he does not have paypal.Starting gear i was thinking about a TAT.For the rest ill be there to help him start and ill be physical there during the afternoon to check on him.
a week rental of an RoE, combined with my statements about saving every cent you make (and don't spend on BA) for a tat above your max tat will do a lot more for a new char that starting with a tat...you could point him to someone renting a named RoE...
