do u need st for it to work? or as long as it hit?

(the more damage you do the more

As far as I know a axbows drain is independent of damage dealt but it must deal damage for the drain to occur. So in effect you do need ST for it to work but not have to do massive damage to get full affect. I know Shade has done research on exbows which are similar to axbows so maybe he can elaborate more on this.
If I'm not mistaken it drains a certain percent (assuming you do damage), and in addition the damage you do is also subtracted.

It needs to do at least 1 point of damage to drain.
it doesn't matter if you do 1 damage or 1 million, the drain is always the same.
increasing drain is done by naming it and upgrading it.
Shade: how then do we get negative dex? if it's always a percentage of dex drained?

that is the non percentage factor of the weapon's drain in action...

from changelogs it stated axbow and exbow to have both a percentage factor (to now be known ad 1/3% per X) and a non percentage factor, which is a bit unknown still (not sure about the known/unknown part)
If i have a char with 2 minions with axbows,... when they fight, they are going to hit the other guys DX till negative...
- in what order do they do that? will they hit the same guy over and over?
- if i have 1 with seeker and 2 with slayer bolts... they will default according to bolts, right?

They will both hit the same guy over and over, until another of your opponent's minions has the highest DX.
if you have one with seeker bolts, that minion will target the mage with the highest level DD spell first.
If you have 2 with slayer bolts, they will just have higher damage bolts and target the minion with the highest DX normally.
