i have a Tattoo with a NW of 18 million. what is the max Central Bank will bid on it?

As low as possible depending on your minimum available bid.
Don't think I've seen it bid on tattoos.

I have seen it bid on tattoos. I think it just bids on things that are priced too low when Jonathan's online.
