Wierd BA refresh (in General)

Ok, the deal is, i'll spend every last BA i have, so i have 0. Then i will come on like 20 minutes later, without spending any BA, and i'll have 26. I thought they refreshed in packets of 10?? and my character certainly isn't big enough to get a refresh of 9 or 8. It's a new NCB character. If something's wrong, let me know.

You have used all your available BA. 10 additional BA are supplied every 10 minutes. (If unused, these will accumulate up to a maximum of 160, so you don't have to hang around waiting for every update if you don't want to.)

and that came right out of my own page, so i know something wierd is happening.

Historically wierd BA behavior has often appeared right before changes to the game have been announced.

Q: Is it possible to get less BA than I normally would at refresh time?
A: Yes; when your BA is (re)loaded for various reasons you will get BA proportional to the amount of time passed; it is possible to get fractional amounts of the normal refresh rate this way.
