I still don't have a clue but where there's Heart of Darkness and the name Charlie there's also a classic film and the line:

I read 'Heart of Darkness' twice and both times it seemed like the longest short novel I ever read...

It was a contest... and I'm sure if you put spaces between Law and & and & and Order then you wouldn't have problems with the spellchecker. It seems that Charlie Marlow was correct...
I never read the book or whatever you are talking about ;p BUT I felt that this was a good place to insert a cute quote :)
