Archery viable again? (in General)

With the recent changes and the ELB being the cheapest item to upgrade (if i'm not mistaken) is archery worth it again?

My bow fires in the 2nd round of ranged and I dont have archery trained.

I think Freed may be a bit mistaken. In my battles with him, his bow only fires in rounds 1 and 3 of missile.
