Who pays the Money? (in General)

When you merge ammo since they are both the same there are two options i have a choice of paying $0 and $5, although the merging would be the same i always pick the $5 one i was just wondering who else does this aswell :)

Maybe because the resulting ammo is slightly better?

I wonder if things like spell effects and item stats really are integers, or stored as floats, and just cast to integer when displayed. If that's the case, then 1.01 is in fact higher than 0.99, but it looks the same.

It's apparently a bug.

Bart, I assume that since Jon can't find the cause, it's more than just a casting error. But you have a good point: it would make sense in terms of maintaining forging status if an item's stats were stored as a floating point value - just take the floor of the value when calculating effective damage. And similarly when training DD spell stats.

But could that be the cause of the ammo bug?

No idea, but if you want to find out, I think Protection is the best way to test it. Train one to almost the next full point in effect (say (10)) and compare it with one that's exactly at the next or current effect. If it works for Protection, it also should for many other things.
