When I buy base ammo and merge it with the base ammo I already have, I now (since the recent ammo changes) get two options: one that's free, one that costs usually about 10 $cb. Why? They both have the same effect...

This is a known bug. It has been brought up many times before and is one of the reasons we cannot upgrade ammo via the blacksmith.
