Does GS have a multi minion penalty like AS? (in General)
At the moment, on my single minion with or without my JF, GS casts at 68.23%. As the wiki and training page says, Cost-effective for 2 or more targets.
If it doesn't get a multi minion penalty, like AS, That would be a great boost on 4/5 minion teams!
I assume Haste also works this way?

AS says a certain figure on my home page but casts for less in battle. That will be the multi minion penalty I presume.
But haste on the other hand casts for the amount it says on the home page, in my case:
I'll leave you to do the maths on the percentage there!

Nevermind, I actually got my maths head out of storage. No change in percentage between your team and mine.
both haste and GS suffer no multi minion penalty...

Both Haste and GS are not as effective as HP on a multiple minion team so they don't need a penalty. What is better a E with 300k DX from Haste, or an E with 300k HP from AS? That's just my stupid opinion though.
I though It'd only be giving 50% of my level to my JF, but 68% is so much better! ;)
Now to train it to 4 Mil like Hubbell to get an extra 2,729,200 on my JF!

I'll admit haste isn't as useful on a multi-minion team as AS. But as a side effect of using it to boost my tank's speed I get three enchanters with 300k dex. Which reduces the dex gap and so limits multi-strike tank attacks on my team somewhat. Very handy against archers!

When I used Haste on TAB, it was very helpful.
My Haste gave me about 600k Dex. Very good vs those mini tanks. Very good against those non TOA tanks. Especially watching my heavy wall with its 310 AC at the time dex dodge some tanks.
