AoD raised the question in chat, what happens when you forge and you can't pay the forge fees?
i sent all my cash to storage char, so i had $200 on me. I then got my 100k NW rapier [10x11] (+7) and started forging the +.
yes everything is lah-dee-da till i hit the 100% RPM.
i get this message: "The Blacksmith demands his facilities fee of $222, but you don't have enough money to pay him. "Come back when you have the cash!" he says, and kicks you out of the Forge."
so, it reverts my item to the step before i hit the 100% RPM increase, and i got 90% RPM.
Conclusion: you can forge an item right up until you hit the 100% once you do, you only miss out on 1 BA, the BA that is needed to complete the item to 100%.

If I knew people were unclear on this I would have posted long ago and saved you the trouble, I've known about this for well over a year now :)

And what is the purpose? you still can't get it over that 100% unless you have the money.
