Can't merge ammo... ? (in General)

I have this in my inventory:

7,301 Arrows [8x1] (+0)
2,452 Arrows [8x1] (+0)

I see this in my Merging Unequipped Ammo

Merging all your unequipped ammo will result in one of the following ammo bundles:

* 7,301 Arrows [8x1] (+0)

but after apparently 'merging' they don't merge...
