So from
these two auctions, we can assume Central doesn't bid on AoFs, no? Or am I simply missing something?
It knows they aren't quite as good as I originally thought them to be. ;)
.....wow.... how in the world did I miss those?

Yeah I saw the BIN of 40k for that AoF and hopped all over that. I didn't get it for 10k but 40k was still an amazing deal.
ive seen more examples where the central bank failed to bid on.
Something wrong with mr chairman?

It doesn't bid on Base AoF's because those are seen as not worth enough :p

CB thinks a base AoF is worth just under $700k right now. (The two auctions you link no doubt drag down the average...)
I don't see any reason why Mr Chairman wouldn't bid on an AoF. Probably it just missed its chance to bid. Now that auctions allow specifying max bids, I'll let him snipe closer to the end of an auction to reduce the chance of this happening.

That must be during the down time or something, it really seems impossible to get anything that low.

That would cause this, TrueDevil, but I don't remember CB being so borked that not even Mr Chairman could bid in the last few months. We've had some network outages, but Mr Chairman shouldn't be affected by those.

Does Mr. Chairman have some vacation time that he decided to claim without telling anyone?
