Named tattoo level not increasing. (in General)

I have a Named SF that has been stuck at level 315,963 for a while now?

My SF hasn't gained a single point since my max tattoo has surpassed it. My max tattoo is now at 323,102. Is that normal?

remember that until the 3% naming adds is also under the cap you'll still not be adding levels...
