Whats to stop a clan from having every1 unlearn everything to allow a few more power players in, and then everyone relearning everything...

The "PR" a clan can take in is based on VPR.
Which as you know is Untrained and Trained xp.
So unless people in the clan intentionally lose xp, the PR limit will not change.
Speaking of, is it free retraining time yet?

Still says there's a penalty, so apparently not. =)
After changemonth (Jan 1, or when I'm done :)
