Does Junction work with HoC? (in General)

Maybe im missing the whole point about junction but if im not completely retarded, can someone test this out?

Yes, junction works with a HOC.

However the number in the (xx) is the % chance the HOC effect and AOI effects work.

IE at (.60) you have a 60% chance for the HOC and AOI to work that battle.
Obviously at (1.0) it works all the time.
