Ok,
I'm so confused.
How come WindMaster is banned, while known 5 multi Duke is still playing?
I just don't get it.
Wow... I was just about to send a paypal payment for all of his cash..........
Dumb question but was he banned for being a multi or was it a continuation of his first ban?

First, Duke came to us, rather than us catching him. (I think this is what happened, I think Beee handled it.) We're more inclined to be lenient when that happens.
Second, this was Ice/Wind's 2nd time multi-ing. We did allow him to stay the first time, but we're _really_ not inclined to be lenient with recidivists.

(In 2005 the Icewindvz account was banned for multi-ing and a fine assesed to No-name. I've banned the no-name account as well now.)

Duke's multi accounts were handled in the same manner as all such cases are.
When a multi is found the oldest account is reset and the other/s banned. If the user accepts this and is prepared to follow the rules in the future then this is the end of the matter.
However, if the user whines and pleads innocence all over the forums or re-offends and creates a further account (no matter when) then all accounts are banned and we never knowingly let that user play again.
In my time as an admin this is how multi accounts have always been dealt with.
