I have 2 questions:
Is the 5% forging efficiency bonus instant or after 1 week of being in an econ clan?
Is the 5% fee 'rebate/bonus' instant or after 1 week of being in an econ clan?

The 25% discount is instant, so I assume the efficiency bonus is too.

That's for transfer discounts, not for blacksmith forging fees ;)
Then everything else is instant or it would say those also.

"Economic clan members get reduced transfer fees. Loans to members of the same clan get a 90% discount to transfer fees; permanent transfers to members of the same clan get a 50% discount, and all other transfers get a 20% discount. These discounts only apply after you've been in an economic clan for at least one week."
From the Wiki. I would assume, if the former text is correct, that then the efficiency bonus is instant and the reduced fee is a 1 week wait?
