Armor Penalties/Bonuses vs. Haste (in General)

I came across something odd in the way armor affects Haste. Haste is reduced by armor penalties, but not enhanced by armor bonuses. I say "odd" because it doesn't seem like this should work this way. If the caster is wearing an armor with a penalty, then the spell is reduced proportionally. If a spell is casted on someone who has already had their stats changed from armor, why would penalties affect it and not bonuses?


Leran cast Haste on all friendly Minions (912836)

Post-battle stats (XP HP ST DX)
Leran 138 91,260 20 912,856
D-Fence 849 479,608 4,708 547,711

Leran's equipment bonuses (no penalties)
Plus 1% to base DX and Skills for each Enchantment bonus

D-Fence's equipment penalties (no bonuses)
(AC) Negative 13% to DX and Skills.
(CML) Negative 4% to DX and Skills.
(HoD) Negative 1% to DX and Skills
(MgS) Negative 1% to DX and Skills with 1-handed melee weapon.

At base, my wall has 16/20 DX. Even if the penalties from all the armor he has on were applied to the effective Haste, he still loses more than 2/5 his DX. Either Haste should be affected by both bonuses and penalties, or niether. If not, shouldn't the penalties only affect him as if he had a natural DX of the effective Haste amount?

What opponent were you fighting and did they use an axbow?

Forget the above,
Your using a missile weapon only.

With it you suffer a straight dex penalty no matter what armor you use, no matter if you use native dex, a TOA or Haste.

This is per Jon exactly:

Penalties to ranged weapons used during melee combat have been adjusted. Slings have 80% penalty; xbows have 40% penalty. Bows are unchanged at 60% penalty.

So it's a penalty to the overall chance to hit for the weapon.. and just happens to display itself as a drop in DX. I thought that change only affected PTH bonuses/ToA. Thanks PM :)

no DT, it isn't a drop in cth which is displayed as a drop in dex.
It really is a drop in dex of each of those percentages although obviously that would have an adverse affect on the cth itself.

It actually has nothing to do with any of those penalties.. all I had to do was take my missle weapon off and I had the same amount of DX as my non-AoF'd enchanter.
