How Does PL stack with ToE? (in General)

As subject line.
Does the ToE reduce damage then PL sink it, or does the damage get transferred first?
Or does it get reduced both outwards and incoming?

Tattoo of Endurance makes you take less damage and Phantom Link absorbs damage taken.

I would guess that endurance on the PL minion has no effect, much like Protection and AC do not. Endurance on the minion receiving the blow is indeed reduced prior to being PL'd away, which makes heavy AC minions great damage filters for PL minions.

In general, AC, Protection, and Endurance all function similarly.

Fight Little Devil's character to see the effect of a high AC wall, backed by a TOE, then backed by a PL hp sink wearing a TSA.

All damage reduction is done first on the original minion hit, including ToE. Once that final damage is calculated, PL absorbs it. There is no further damage reduction after the PL minion absorbs it (other than PL's built in 9/10 damage thing).
