Something I noticed... (PR Forum) (in General)

Ok... here's the thing... I've seen a few (as in many) Public Records threads that start with a line similar to "Me and so and so have made a deal... (Insert Transfer of 1m)"

Is that proper?

Basically, I think the PR thread should have some explanation that the second person must confirm the deal and then the transfers should be made, but until then, there was no confirmation of any such deal, so the bosses really shouldn't be able to do much about it if a scam occurs...

So... whats the correct procedure so no one is confused... am I confused, or are the ones I mentioned confused?

This forum is for confirmation of (or status updates for) deals that have already been made.
