32 damage reduction on all your minions, with no "threshold" and a resistance for all your other EDs against DM.
Which is better?

Do not forget that even with a ROS, DM can still dispel quite a lot of your ED spell if it is high enough.

There's no way that an RoS can compare to a ToE. The only reason I still have one is because my AS isn't high enough to compensate for the missing RoS yet...

I agree with the previous comment.
GW: I thought a lot about this when I converted Critical Fumble from ToE to RoS, I figured the 33% flat was better in some ways than an undersized ToE getting overwhelmed...mostly I was wrong. the chance at seeing a 75% reduction in damage is huge, combined with other forms of damage reduction, it's a killer.

versus ELB damage, the prot might be better. against everything else? toe wins. ontop of that, toe reduces AMF damage. However, RoS is still a very very solid choice.. and with the addition of NG's its a much more viable choice for mage teams.

I'd go with the RoS if the strat depended on a big GA to inflict damage since it would reduce small damage less and big damage more than a similar ToE

At the top, the ToE let's everyone play like it's CB1 all over. Just have huge damage reduction on everything and then see what offense you can muster.
Oh yeah, and the ToE can be bolstered by huge AC, PL, and VA weapons.
Anyone that thinks the RoS can compete (at high levels) with the ToE has simply not looked at the large, successful teams.
It's just a pity that the ToE is so fracking boring. :\
RoS Protection can't compete with ToE in that sense, but let's not discredit this thing altogether. I could beat 2/4 BR members (400k+ my MPR) with an RoS that was used in conjunction with STRATEGY. (NOTE: This RoS was short of my max tat level by about 700k.)
Useless? Maybe "underused" is the more correct term.
Before we start a flame war, though.. let me point out that I have a very ToE-strong strategy. Large VB, big xbows.. regardless, this doesn't make the ToE better or worse than the RoS, just another choice among the list of tats (most of which are ToEs, mind you).
