Sorry, I don't believe any Admin. has the ability to "end" an NCB. And even if we did, I'm not sure we'd be allowed to. :)

SNK you may have misread what he said. His NUB just ended, his main character now has a NCB bonus automatically, right after his NUB ended.
That's a bug, he didn't just create that character.

This was likely a NCB transfered to him. It isn't a bug, and we have known that an NCB transferred to a NUB acted as though it had a NUB bonus for a while now.

o_O what makes you think he didn't understand, seems like he understood fine - just stated they cannot end NCBs, and lostling has an NCB that needs to be ended.

You're taking it out of context. There are other circumstances.
His NUB just finished and he'd been playing the character for the whole duration, now he has a NCB on it, that looks buggy to me. He shouldn't have any bonus.

The fact that his NUB ended and the character automatically got a NCB doesn't change the fact that nobody can end the NCB...
