after thinking seriously about whether a HOC is really that over powered on a TOA archer i came to realise one thing... most teams with evasion also uses HOC so
ranged 5: 1 attack @ range 4 penalties
ranged 4: 1 attack @ range 3 penalties
ranged 3: 1 attack @ range 2 penalties
ranged 2: 1 attack @ range 2 penalties
let them trigger the HOC effect... and use a HOE lol since your most likely not going to hit them in the 1st round then with your larger damage you nuke all of them when the penalties are lesser lol....

As for the HoC, I think every + should give the minion a 5% chance to attack in the extra round. The effect as is is insanely powerful, especially for archers.
if we nerf archers that fixes everything!
I think what lost is saying is that the Evasion modifier is so big in round 1 that you'll never hit. It's something like a multiplier of 11/3 (or 3.67)
When you're winning based on chance, it's stupid. Maybe you always get an extra attack but is reduced to 4% per plus per attack. So a +10 HoC would deal 40% damage for one attack.

I can see your point, and I agree that yours is a good idea. I'd up it to 5% though, so a +20 HoC (there are none yet) gets a 100% damage rate.

yea yea then someone with a +40 HOC would do what? 200% damage on the 1st round? dont you think there is enough

Current highest HoC = A Helm of Clearsight [5] (+16) owned by Ancient Anubis (Ancient Anubis)
Something tells me anything over +20 isn't going to be an issue. It's like whining about a +30 Corn - there will never be one.
Either way, the damage should be capped at 100% anyway, just in the improbable event of a +21 HoC.

Oh wait how bout someone with a +100 MgS? Maybe couple that with a +437 Adam? The upgrade curve won't let you get there - I figure that's pretty obvious.
