From what I gathered I thought he extended all NUBs, which would be ending, until October 2nd. Then from the time of the NUB-change to October 2nd the NUB% was increased to make all the old NUBs able to gain as much as the current NUB.

Nope. Anyone who had less than 2 weeks remaining (including expired NUBs) got the remaining time extended to two weeks. Then the scaling factor was applied.
