Loan fees have been reduced to their old level.
Additionally, tattoos are no longer special-cased to be prohibitively expensive to loan.

I think it is still based not on the NW of the item, but the "value" CB sees it being worth.
As they have been selling for 5M or more in auctions, this may explain it.
