I think the answer is no.
I was fighting Thrak's character Non-born King and his lesser RoBF significantly smaller than my RoBF still does damage.
Is this true vice versa? I think so. It seems my RoBF is doing around 60k damage instead the usual 80-90k.

Actually it could just be the armor and protection.. Not sure about the second one.

Yes.
IE, when I fight Dudemus' character with a RBF on my character, I take no damage from his RBF and he takes a reduced amount from mine.

I must've been delirious at work. Nonborn king has a full robf tat, not a lesser one and my tat was hitting his enchanter. What I wrote here is utter nonsense :P

Lesser tattoo function as a regular tattoo of the same level.
The only difference is that lessers grow about 1/2 as fast.
