I can hit someone at 14000 score, and get 90% CB, but hitting someone at 6k gives 100%, apparently the scale isn't linear, anyone know the exact formula?

The scale isn't linear, but 14k and 90% and 6k and 100% doesn't match.
Checked both people's PR?
Runict Score / PR / MPR: 14,752 / 1,527 / 1,527 (78%)
Kialte Score / PR / MPR: 5,818 / 854 / 855 (100%)
it just seems wrong. people at 100k score still give me 100% bonus. It is just a dip in the middle.
requested an update on their stats and all is revealed.
