Decay / Enc (in General)

Is Decay affected by ENC?

I guess this is a higher level view on a question that really boils down to where the DD penalties due to high ENC exist. If you reduce the effect before the spell fires, then Decay is immune. If you reduce the damage output after the spell fires, then Decay is vulnerable.
