Maybe I just don't get it (which is not a surprise) but how does a ToE improve as its level increases. Is its effectiveness related to its level compared to your max tat level? Thanks and feel free to flame away at my ignorance. : )

Isn't it just a straight reduction of all damage at half the tattoo's level? Then that is capped at 75% of total damage?

I'm sorry, 50% to the wielder, and 40% to the rest of the minions.
So does that mean a lvl 1,000,000 ToE would reduce the damage done to its wearer by 500,000. In this scenario, if the wearer got hit with 700,000 points of pre ToE damage in a hit, he would only end up taking 200,000 points of actual damage.
Is that correct? That someone just seem like that is correct to me based on what I see in the battle log.

You take 25% of the damage up to the cap then full after.
IE a 1M TOE gives 500k protection to the wearer and 400k to the other minions.
So if a CoC did 700k to every minion (just an example), with no AC/protection/other damage modifiers:
The wearer takes 500k x .25 + 200k (over damage capacity) = 325k damage.
Other minions take 400k x .25 + 300k (over damage capacity) = 400k damage.
So once it gets over the capacity of the TOE to "handle" it, does full damage.
That makes sense.
One last question. Does the "cap" reset with each attack during a battle or does it accumlate throughout the battle?
So you will always get a 75% reduction on all damage up to 1/2 the Tattoos level?
A 2M ToE will always reduce 1M worth of incoming damage by 75%, then whatever is left is taken at full wack?

A 2M ToE will reduce any incoming damage to the wielder by either 1M or 75%, whichever is *less*.
800k or 75% whichever is less for other minions.
This is what I know for sure.
ToE grants endurance at 50% its level to the wearer, 40% to other minions. I'm not at all convinced the cap is the endurance level, I'm pretty sure it is less than that.
A blow which exceeds 4/3 of that cap will start to reduce the damage which is absorbed, the higher the blow above 4/3 the cap the less the ToE works.

was defiants question (Does the "cap" reset with each attack during a battle or does it accumulate throughout the battle?) answered?
to use rangers example:
IE a 1M TOE gives 500k protection to the wearer and 400k to the other minions.
So if a CoC did 700k to every minion (just an example), with no AC/protection/other damage modifiers:
The wearer takes 500k x .25 + 200k (over damage capacity) = 325k damage.
Other minions take 400k x .25 + 300k (over damage capacity) = 400k damage.
that translates to 725k done in the first round, does that mean the toe after that round does nothing?
Thanks for helping me get this straight everyone!!

Rubberduck is likely right.
I just gave my example to simplify things.
