I understand the RoBF is supposed to be an entire strategy onto itself, but I think this RoBF is getting a head of itself, I'm not even hitting this guy, yet ANOTHER guy is giving me RoBF damage? Wha?!?

I think that Jon changed it so that it attacks minions in regular order, instead of as retaliation damage.
the damage changed from retaliation to active damage each round.
I must have missed the changelog, I didn't realize RoBF was a weapon and wasn't just retaliatory damage. Wow, seems pretty powerful now.

meh the toe as a whole has the potential to be far more powerful if not too powerful if not overpowered.

Both are extremely powerful, of course
ToE can be combined with way too many damage reduction items/skills
RoBF can drop magic damage to zero, buffs evasion, and has 'perfect damage' - cannot be retaliated by GA or AMF, so if you can protect the wearer, it needs no HP
