RBF bug or intended. (in General)

While experimenting with tattoos, I noticed that my RBF on the minion wearing it does not provide protection on that minion vs lower RBFs.

Is this something I am mistaken about, is it real and if so, intended?

So the RBF is magical damage, or physical, or neither?

The % reduction was with magical damage.

I'm fairly sure Jon uses the same number for both, seeing how he concomitantly nerfed both the DD and RoBF damage reduction by 33% 3 months ago without mentioning the reduction vs. the RoBF.
