If we're talking chocolate chip, it's cookie all the way.
I like both, I'm more likely to eat a muffin rather then a cookie for breakfast though.
Muffin! Its moist goodness beats your crunchiness!

I have to say a good cookie win, but a bad muffin beats a bad cookie any day.
PK has a point... A proper cookie is soft and moist. If I was to eat the world's greatest cookie while still warm from the oven, then do the same with the worlds best muffin, I would probably declare the cookie victorious... Though, once they've been baked, allowed to cool, and left out for a few hours, the muffin would be in position to take the cake... If only j'bob wasn't there first :P
If Muffin Top,
Muffin Top > Cookie.
If Muffin Base,
Cookie > Muffin Base.
TE, you have to choose between both the top and base, or the cookie...
