The damage Reduction just isn't there for Physical damage. Let me elaborate.
Magcial and Physical damage are resisted in two different ways. Magical damage is reduced, by layers, into manageable sizes. One large lump sum of damage is scaled down by AMF, MGS, AC+ then RBF/ToE.
Physical Damage reduction is all Binary by nature, maybe because of it's multiple hits. It's either enough , or not noticable. You eiher have enough EC to take your opponent to Zero STR, or don't bother. You either have enough EC/Evasion to totally dodge one, two, all hits, or you don't. And while a Dodged hit is a massive amount of damage reduction in itself, it doesn nothing to help whether the remaining hits that do land.
AC is the same. You either have a full AC Wall set, or the 80-100 AC you do have doesn't make the Morg Blows any less managable.
And this is why the SoC sucks. The binary defenses versus Physical Damage are at odds with SoC. You want to reduce Physical damage to manageble levels to let the SoC absorb some, while not taking enough damage to kill you anyway.
If feel while we need to keep the binary option in some form (to counter multiple hits in general) every defense to Physical damage shouldn't be this type of binary effect.
Add back Cause Fear (in some form) to allow people to still be hit multiple times, but to enable those multiple hits to land at manageable levels.
And make the SoC work versus, and discharge with Magical Damage. ;)

A/EXBows should also be included with the Physical Reduction section, but they work and suffer exactly like EC does.

What percent is the maximum absorbsion on the SoC? Otherwise it's sort of in danger of rendering the Mage shield obsolete. I completely agree with the reasons that it's useless, but maybe there's some other way. I think it sort of has a place on a mini-tank wall still, but you're right there's no reason to use it on a main damage dealer, because if it's absorbing damage, you'll end up dead.
On Average, 50% of it's +. Limited by how high you can afford to take that.
The largest in Game is +28, for an average 19% Damage Reduction.
Not shabby, but on it's own useless. As Physical damage is designed to be avoided rather than soaked.
since it has a name that is somewhat electrifying and in my opinion we need some form of reducing the new damage type as well as find more the shield to do, how about doing one of these things:
allow the new shield to reduce the new damage type
allow the new shield to return some of it
some combination of those effects
