How does the conversion for that work and what determines it?

You take 1/3 the NW of your TOA, then add that NW to the + of your weapon. As if you were BSing it.
IE;
If your Tattoo has a NW of 100M, then add whatever + from the BS 33.3M would give you on your weapon.
Both melee and missile if you have each equipped.
And yes, this benefits lower NW weapons more.
