Ok, I'm getting 7 ba every refresh. But I'm only getting challenge bonus on half that 7 and when the allocation runs it out I'm told I'm on 6/20.
My MPR is: 2,940,497.
Explanation anybody?

You're a mystery that the game can't figure out?
BA regen is set at cache flush.
At cash flush this morning, your top character was at 7/20. So that's where you stay until the next cache flush.

Ah, so I'm getting a free gift until cache flush then. I'll see what I'm on in the morning then.

At your MPR, you should be easily within the 6 BA regeneration zone.
60% x 4.1M = 2.46M

Yes, that's what I thought, and when I use up my ba it says 6. I'll see how long 7 lasts then...
