That is the CTH you have on max dex advantage. Not base. Which every tank now has. Not bad eeh?

Pizzaman, not quite.
Evasion can drop it down to BASE chance to hit now.
The "down to base+100%" was only for a very short while, between the recent evasion changes.
So that's now down to 40% for 2-handed melee, 60% for 1-handed melee, 90% for bows, 100% for ELB (assuming 1.0 archery trained) with sufficient evasion.
To bring it even further down you'd also need a huge DX advantage however, and you can no longer get that from just training evasion (it no longer grants any defensive DX), you actually have to train dexterity for that.

So the base to hit (BTH?) for weapons are;
1H: 60%
2H: 40%
UC: 50%
ELbow: 100%
That just leaves;
Slings:
XBows:
Bows (other than ELB):
Maybe we should add this to the wiki somewhere. ;)
AXBow: 55%
EXbow: 56%

I found a wiki page with to hit info that needs to be modified; I guess it'd be best to put the base to hits on each individual weapon's page.
