So my brother was just talking about maybe wanting to try this game. Whats the rules behind this, is he allowed?

Rule is they can play, just no transfers between characters.

I believe transferring stuff is allowed just as long as payment is given. Just like between to normal CBers.

No one sided transfers (as in, pay full price for everything between both of you), but most go to the side of caution and refrain from transfers between accounts all together.
Never, ever log on to each other's accounts for any reason. Not to burn BA, or "check something" or anything of the sort.

My brother Badfish and I rather frequently transfer to each other, but it's just that we both trust each other a lot. That, and we tend to owe each other money over games of DotA and so forth. :)
Don't send him stuff and you'll be fine; if you want to transfer to him like you would any other user, wait a while.
