Sorry, but that is the most ridiculous, subjective, non-education question I have ever heard, unless the class is a creative writing class based purely on the quality of whatever you choose to write.
And in that case, wing it, And wing it with proper grammar and varied sentence structure. Good grief. You might as well answer the question, "How does a plate of ham respond to mustard in September when the radio blares folk music."
Hell, I might have to write a story in response to that!

Bloody right. My first instinct was to flame the OP for posting a false assignment, but I figured I should give him the benefit of the doubt and give him an answer that bashes the question and not him.
what is the assignment for? if it is for something like primary/secondary study, then you are stuffed and "wing it", if it is for politics in terriary study, then you probably should look for some of his speeches and find what the lecturer is trying to get you to say.
