How much + needs to be put in them before they start doing something. here's what I have right now, and is it worth the price to up them?

Verifried. The bigger the better. Insta up (if you can find someone willing) or forge them a lot.

around +100 is a good place to take off at least a hit off tanks. Though with recent changes, DBs are as useful so you can't rely on them to allow you to dodge completely.
