Just wondering, if I had a character at 8/20 and unlearned everything on it, would my BA cost be the same?

Nope, you can also untrain/retrain until you lose enough exp to be in 9 or 10/20. :P
retiring is probably the better option, though.

Why is my BA cost so expensive at under 1k MPR, no bonus of any kind. BA price is 468
Mine is 3,500 at MPR of 930k

At 8/10, I commonly make more $$$ in my battles than my BA cost.
So I expect down there, you could hit 100% challenge bonus and easily surpass that 468 cost in rewards.

and I can only buy 192 BA, do tournament characters effect BA?
BA refresh changes at flush.

And any character which is higher than your current will influence your BA replenish rate and buying price.
