If statement 10 was true, then statements 1-9 would be true, because 10 encompasses all the other numbers. This does not leave enough statements leftover being false for 10 to be true.
The same goes for 9, 8, 7, and 6.
Statement 5 calls 6-10 false, which is correct, since only 5 statements are false. The same goes for 4, 3, 2, and 1.

fill the five gallon twice with the 3 gallon drum and it will leave 1 gallon left in the 3 drum

i should make that a bit clearer. you should fill the 3 gallon barrel twice and empty it into the 5 gallon which will leave you with 1 gallon left in the 3 gallon barrel.
