TOA, PTH and DBs (in General)

Ok, the ToA PTH addition is by way of NW addition to the PTH on the weapon right? So does that mean that when facing DBs (reducing weapon PTH) that TOA PTH addition increases because the weapon has been lowered an amount? Or is the TOA PTH addition made before the battle?

the additional toa pth is the first thing to be calculated before battle or so i found when i did my tank

DBs add to total evasion. They don't reduce PTH directly.

It is as AA states.

And if you use a missile and melee weapon, according to Jon, it is calculated for each of those weapons separately.
