ok so i have this 7,862 mil Tattoo. If i have a weapon at +0, my ToA + to hit will bring this +0 to about +150.
Now i have this +259 elven bow. My total + to hit is +294.
each + is 1,6 mil for my elven bow .
Lately, when i add four + on my bow, it only give me +3 on my total plus to hit... that's normal ?

Costs ramp up as your + increases, so it is adding more expensive +s on to your total than what you are paying for currently.
I think he actually means that when he upgraded his bow by +4, he only got 3 PTH.

Sounds like it. The + added by the ToA are now more "expensive" because they are added after natural +. The ToA just didn't have enough NW to add to get you up to that fourth +, which you were getting before because it was "cheaper."
