Relevant info:
Total damage before flash to the SoC minion: 1,123,567
Flash damage: 474,746
SoC: [0] (+24)
Calculations:
Absorbed damage: 474,746 / 2 = 237,373
Total damage before SoC reduction: 1,123,567 + 237,373 = 1,360,940
Reduction percentage: 237,373 / 1,360,940 = 17.44%
Supposed reduction: 24% / 2 = 12%

Try this:

I have 19 AC so that is negligible.

My SoC reduces damage (physical) by 12%.

So your hits would have been:
547485/.88 = 622142 and
576082/.88 = 654638

So 12% of that damage is stored or
1276780 x .12 = 153213

So the flash should be 2x that or 306427

Now in the intial changelog states as follows:
Shield of Capacity [power shield]: absorbs average of 0.25% (max of 0.33%) of physical damage received per plus and deals it out on next hit _if_ you are using a hammer weapon (MH, MoD, some low-end weapons, _or_ UC). Does include standard UC penalty. This absorption is the first damage reduction applied (yes, it reduces damage, but does not grant standard AC). It costs about 30M to get it to +32.

This was changed later that month to .5% and 2x return.

So it seems that the SoC does not do a "flat" .5% per + but can stop a slightly higher amount of damage. Up to .33/.25 or 1.32x more.

Perhaps this is what we are seeing.
