Things to keep in mind:
I only copy/pasted range but my post battle stat shows for 8 rounds... (So my HAL dex is suffering the post range modifiers and the Hal actually has 779,000 dex during ranged)
I don't understand why does my Hal only hit once and Dave hits 2x and 3x? Hal has more dex, and more + to hit than Dave... this is happening consistently.
That doesn't make any sense. Is this consistently happening i.e. every fight or only on occasion?

I have an idea. Junctioning Evasion *might* be overwriting archer.
Worth a shot checking by taking off the AoJ or shifting stuff around I guess.

That should read Archery.
What's the pth on dave's weapon? Also, who are you fighting?
Sorry I didn't see the Ahdat part. Yes, I believe Cube has it. The Hal should hit at least twice with no pth, which is not happening.

Hal doesn't suck, its arguably the best familiar out there right now. However, your circumstance is indeed very strange. If its legitimate, someone should consider adding it to the list of growing known issues (if the issue itself can be identified).

But what about Dave then? Does the evasion not affect Dave? Or perhaps Dave's weapon has lots of + to hit? Is that what's going on here?

I dunno.. but I already put Archery next in line for the junction fixes in the wiki about an hour ago.
Ok, it looks like evasion can't overwrite Archery, but Bloodlust and PL sure can.
If anyone else wants to get data on Archery, that'd be helpful.
