how come decay .0? (in General)

I have decay .5 and a CoI suppose to increase this 1% per point upgraded for DD..When I put the CoI on the Decay minion the decay reads (.0)from(.5)..so its telling me I have no decay at that point? What am I not seeing here? .0 means No Decay? I dont understand...
