I have: A Pair of Displacement Boots [0] (+101), and I was wondering if I should just start BS'ing over an (excruciatingly long) period of time to +200?
Seems like the only logical thing to do for my strat, no?

He also has a GA. I think the AoF would pump a GA too, right?

I think GA is cast on opposing minions. The only ED to do that.
I really have no idea if the AoF helps him with that spell.
Anyone know?

It makes EOs more pronounced on the minion wearing it.
However since your not a tank or mage, any extra effect from wearing a AoF on that minion will not matter.

No, Their AMF vs you is magnified if your wearing a AoF.
Same with their EC.
