If it's the 'x' on the MsK, I remember that landing on exact numbers quite a bit.

Hmmm... if both 100.000% and 000.000% exist doesn't that mean that there is 000.001 to many numbers?

I have not forged and it only gives you the next level if the meter goes back to 0.xxx%?
100.000% does not do it?
100.000% does not give you next +

Or it could be 99.9996 and rounds up to 100.000%, but does not actually break 100%. Like Slayer said, rounding.
